The study of analysis, examination and treatment of noise complaint cases

With the requirement by citizen for the environmental quality, noise complaint cases increase continually. In 2007, that came to more than 40 thousand complaint cases. The major objective of this project is to assist EPA to conduct counseling of noise complaint cases, and to figure out improving strategies. The major executive task can be divided into four parts, which include correcting and analyzing noise complaint cases, conducting counseling of noise complaint cases, establishing noise-improving cases and related reference, holding noise measurement and complaint cases conference. To complete collecting and analyzing noise complaint cases by last 3 years. Among this cases, almost 60% of cases were unable to measure, and only 10% of cases were successful to report. Moreover we found that complaint cases are concentrated in the populated area. Besides, noise complaint cases in construction site are increasing year by year. Also, we find out anonymous complaint cases and individual personality cause the raise of repeated complaint cases. To complete 100 cases of counseled noise complaint cases, the major counseled cases were occured in small-scale businesses. To distinguish by noise control catagories, most of counseled cases were business places and entertainment establishments, that were accounting for 48 cases; to distinguish with noise source, most of counseled cases were fan and cooling tower, that were accounting for 19 cases and 13 cases separately. Furthermore, to survey local governments about manpower, equipments, on-site processing and requirement for help by questionnaire, we provided 3 suggestions as following to establish manpower : 1.EPA organize manpower, 2.To give financial assistance to local governments, 3.To establish system of technical staffs. To complete guidebooks, such as 「Counseling of noise complaint cases and standard operation procedure Book」, 「Neighbor noise handling Book」, and edited 「Noise-improved cases and improving-method referable Book」, these guidebooks can be the reference for citizen for improvement. Besides, for this project, we collect some related information in law field in order to find out reling other apporopriate ways to solve noise problems. By the way of further analysis, we distinguished 3 kinds of ways to solve noise problems, such as complaint, mediation, and litigation. To complete of holding 1 specialist counseling meeting, 30 noise measuring and complaint cases handling meetings, and 1 noise control affairs conference.
